update hubtotags pull request
This pull request had undefined behavior, I have updated the pull request to fix this
as well as removing some functionality that might be unwanted. I have
also added another version of this pull request which restores the exact
functionality from the original pull request.
- rename pull request from hubtotag to hubtotags
